RISK AND COMPLIANCE OFFICER/ASSOCIATE RWANDA
About the Role
The Risk & Compliance Officer / Associate will support the implementation and day-to-day execution of Chipper’s Risk and Compliance Framework in Rwanda. Working closely with the Head of Risk & Compliance and cross-functional teams, you will assist in ensuring adherence to anti-money laundering (AML), counter-terrorist financing (CTF), and counter-proliferation financing (CPF) regulations.
This role is ideal for a detail-oriented and proactive compliance professional who is eager to build experience in regulatory compliance, risk management, and financial crime prevention within a fast-growing fintech environment.

Key Responsibilities
Core Compliance & AML/CTF Oversight
- Support the local MLRO and Compliance leadership in monitoring and maintaining compliance with AML/CFT/CPF requirements.
- Assist in preparing and filing Suspicious Activity/Transaction Reports (SARs/STRs) with the Rwanda Financial Intelligence Unit (NFIU) and the National Bank of Rwanda (BNR) in a timely and accurate manner.
- Support the implementation and monitoring of the AML/CFT/CPF Framework and internal controls.
- Conduct routine compliance checks, transaction monitoring reviews, and case investigations, escalating issues as needed.
- Help maintain policies, procedures, and documentation in line with regulatory requirements and internal standards.
- Stay informed on regulatory developments and support updates to internal processes and controls.
Regulatory Engagement & Reporting
- Support responses to regulatory or law enforcement requests by gathering information and preparing documentation.
- Assist in compiling periodic compliance reports and dashboards for local and global stakeholders.
- Maintain accurate records and documentation to ensure audit readiness.
- Coordinate internal follow-ups on regulatory findings and action plans
Risk Management & Governance
- Assist in maintaining the country risk register and tracking risk mitigation actions.
- Support periodic risk assessments, product reviews, and control testing activities.
- Help monitor consumer protection and data protection controls and escalate any issues identified.
- Participate in internal audits and independent testing exercises.
- Provide data and insights to support decision-making and risk reporting.
Advisory & Culture Building
- Provide day-to-day compliance support to internal teams (Product, Operations, Engineering, etc.) on policies, processes, and regulatory expectations.
- Assist with compliance training and awareness initiatives across the organization.
- Promote a culture of ethical conduct and compliance by supporting adherence to company policies and best practices.
Requirements
- Bachelor’s degree in Finance, Business, Economics, Law, or a related discipline.
- 2–3 years of experience in Risk, Compliance, Financial Crime, or Operations within a regulated financial institution, fintech, or payments company.
- Basic understanding of Rwandan regulatory requirements (BNR, FIU, etc.) and exposure to compliance or audit environments.
- Familiarity with AML/CFT principles and financial crime controls.
Technical Knowledge
- Working knowledge of AML/CFT, KYC, transaction monitoring, sanctions screening, and risk management concepts.
- Experience using compliance tools or case management systems is an advantage.
- Proficiency in Google Workspace (Docs, Sheets, Slides, Drive).
- Interest or exposure to digital financial services and fintech ecosystems.
- Professional certifications such as CAMS, ICA, CFCS, or ACIN/DCP are a plus but not required

Location:
This role is based in Rwanda and follows a hybrid work arrangement. Candidates must be currently residing in Rwanda and able to collaborate with both local and remote teams.
